Execute a task

Run another turn that produces output from the current spec. Not needed after a normal start: POST /task and POST /task/start already plan and execute. Use it when a turn ended without rows (state: completed with progress.rows: 0, or outcome: partial). Returns 409 already_complete when the task already finished with rows and no message is sent. Set wait to true for legacy blocking behavior; otherwise returns immediately.
