Create product goals for a set of ASINs in one request (autron-agent#683)

Body: the scope (seller, marketplace, profile), product_asins (1–500) and an optional target (objective / strategy / strategy_value / turbo_mode / state); without a target the rows inherit the account-wide goal's. Per ASIN: a goal is created only where none exists; one with a live goal is left untouched and returned under existing with its public_id and state (PUT /goals/ switches those on); an ASIN outside the catalog is returned under not_found. One campaign-create job per request (none for rows created off) and one Goal Created event, whatever the count.
