Cancel a queued or running request

Cancels further AutoContent processing, publication, and customer charging. The request remains visible with status 0, error_code 499, and cancelled true. Running workers retain their browser reservations until cleanup finishes. An upstream provider may finish work already submitted. Repeated cancellation succeeds; completed or failed requests are unchanged.
