Permanently delete an archived test plan

Permanently deletes a test plan that has already been archived. Archive it first with POST /api/plans/{planId}/archive; a plan that is not archived is refused with 409.

The plan's member cases are kept, and so is its run history: those runs are detached and remain readable as standalone results rather than being deleted with the plan. The plan's schedule, webhooks, and membership rows are removed. This cannot be undone.

Requires an organization admin or owner.
