Archive a test case

Archives (soft-deletes) a test case. The case is hidden from case lists, directory counts, and plan membership, and can no longer be updated or run, but its plan membership rows and run history are kept and the case stays readable by id with archivedAt set. Idempotent: archiving an already-archived case succeeds.
