Create Stripe billing portal session

Creates a hosted Stripe customer-portal session for the authenticated user. This endpoint does not accept a request body. It can only be used when the user already has a persisted stripe_customer_id. Requires Cognito JWT or Aura Historia access-token authentication. Delegated access tokens require users:read.
