Delete OAuth client metadata for administration
Changed onDeletes one OAuth client metadata record for an authenticated administrator.
User and delegated-user principals must have the persisted ADMIN business role. Delegated Aura Historia access-token callers must also have the access-tokens:write capability. Deletion atomically invalidates pending authorization codes, OAuth-issued Aura access tokens, and their one-time third-party exchange codes. The OAuth protocol routes remain under /api/v1/oauth; this administrative mutation is not a protocol route.
