Creates a new priority scheme.

Permissions required: Administer Jira global permission.

The description of the priority scheme.

The name of the priority scheme. Must be unique.

priorityIdsinteger[] required

The IDs of priorities in the scheme.

projectIdsinteger[]

The IDs of projects that will use the priority scheme.
