Vault Events Ingest

Machine-to-machine structured event ingest — the destination for the project -> Dossier -> Atlas chain. HMAC-authenticated per source (no human session). The transport source (header) authenticates the push; the event's own source_system (body) records the true origin. Idempotent on event_id.
