Change a workspace's visibility
Set a shared-tree workspace to public (the account can list and self-join it) or private (invisible to non-members, invite-only). The receipt is manage — an admin's — because visibility is a property of the workspace, like its roster, not of the content in it.
The funnel holds both ways. Widening to public is refused if the parent is less open (a 422): a child is never more open than its parent. Restricting to private is refused while any immediate child is still public (a 422 naming the child); make the children private first, bottom-up.
Refused for a singleton (org_default is always public, user_default always private) and for a personal-tree workspace, which is private by tree and has no shared-tree visibility to set — both a 409. An archived workspace's visibility is fixed too (409 workspace_archived), so an archive cannot be reopened to discovery. Setting the visibility a workspace already has is a no-op 200.

Path parameters
Workspace handle (workspace_…) or the workspace's kebab-case name. The two grammars are disjoint, so no disambiguation is needed. A name is mutable — a display_name edit re-derives it — so a client that stores an address should store the handle, which every response echoes.
Headers
Codings applied to the request body, outermost last. Send base64, or gzip, base64 to compress first; the body is decoded before it is read and Content-Type still names the inner media type. Omit for an unencoded body.
