Who may be named manager, or team lead

Exactly one of subject (candidates to manage that member) or teamLead (candidates to lead that team) — neither or both is a 400. Blocked candidates are returned too, with their blockedReason. Admin only: it is the list an editor unrolls, and it only means something to somebody who may pick from it.
