Reject review records

Reject the changes submitted for review, instead of approving them.

Optionally accepts a filter to reject only specific records. If no filter is provided, all records in the review are rejected.

Returns 409 Conflict with problem type NO_ELIGIBLE_RECORDS when no records of the review match the request.
