Resume a suspended webhook endpoint

Lifts a circuit-breaker suspension. Astrocal suspends an endpoint after 5 consecutive failed delivery attempts and drops its queued deliveries. Fix the destination first — resuming a still-broken endpoint simply suspends it again.

Suspension is separate from URL verification: resuming does not re-verify, and verifying does not resume.
