Pre-spend fuse for agents: GO, CAUTION or STOP with signed receipt

Call before one spend of money or significant effort. Ten ordered checks from the ABA-1 protocol: instruction source, envelope, duplicate intent, counterparty, price sanity, expected value, stop-loss, irreversibility, delivery binding, record. Returns GO, CAUTION or STOP with the reason per check and a signed receipt for the spend record. With agent and intent_id the service remembers the intent, so a retry after a restart is caught as a duplicate. Undeclared never passes.
