Current state of the signer's identity document verification. Backfills a pending decision from the provider. Uses the signer access code.

One live session per signer: can_start is true before a provider session exists, and again once that session is Expired -- the capture link lapsed before anything was submitted, so the signer may open a new one. Once a session is Pending, In Review, Approved, Declined or Abandoned it is false. A signer who reaches Declined or Abandoned cannot restart here; the account must start a whole new process (new document, new assignment).

In review: the signer continues -- views, confirms their data and signs -- while the account reviews the result. The document is certificated only after the account approves every signer under review; if it rejects one, the document is cancelled and every signer receives the cancellation notice.
