Prepare a 60-second allowlisted unsigned Solana source action

The response gives prepared_action_id, action_expires_at, agent_must_verify, and unsigned_action_endpoint. GET that endpoint to retrieve the full unsigned action. If it expires, obtain a fresh quote and create a new session; rebuilding against an expired locked quote is not allowed.
