Get CTDL JSON-LD for a credential

Returns the public Credential Transparency Description Language JSON-LD projection for a publishable Arkova credential. Records that are not credentials (publications, patents, regulatory and SEC filings, financial and legal documents, charity and business-entity registry records, contracts, resumes, identity documents) have no CTDL projection and return 404 with reason: "not_a_credential".
