Estimate the credit cost of rendering a Video

Returns the credit cost of a render started right now, without debiting or starting one. The numbers match POST /videos/{id}/render. Creation costs (speech synthesis and other work already done while building the project) are not included. newBalance may be negative; this route still returns 200.
