Vessel monitors

Every change across the whole book

One feed of every monitor event on the account, newest first, instead of one request per monitor. This is the reconciliation surface: webhooks are the live path, but a delivery that exhausts its retries is gone, and a customer who has not built an endpoint has no other way to catch up. Poll this after an outage, or use it instead of webhooks entirely.

Event types: baseline (first successful screen, not a change), changed, degraded (the lists could not be read — NOT a clean result), and recovered.

Required scope: vessel:monitor.

Only events for this hull.
