Create a cloud computer for a Reason

Makes a new cloud computer under the Reason for the caller. Nothing boots or bills until a Session runs on it: pass its id as computer_id when creating the Session. Idempotent by request_id.

Idempotency key: repeating a create with the same request_id returns the computer it made (200) instead of another.

A cloud size the workspace offers (cloud_sizes); the workspace default when omitted.

namestring

1 to 80 characters; a generated name when omitted.
