Discover pending provider sign-ins

Lists only this user's unexpired, authorized pending public sign-ins. Metadata only: no challenges, codes, prompts, credentials or terminal results. Fetch a selected login for its current next_action. Requires owner/admin user OAuth with org:write, even though this is a GET. Discovery never renews original authority.
