Mark an approved local secret import complete

Records completion after an approved local import finishes. Supply imported_secret_count with handoff or pairing_id. Pairing requires the matching CLI OAuth client and a consumed pairing. This records completion, not secret values. Invalid or unapproved completion state returns 400.
