Approve a worker for a Machine

Approves one headless worker installation for this Machine. Authenticate either as an owner or admin (API key or OAuth with devices:write) or with this Machine's token (Authorization: Bearer rmt_...), which needs no other scope. The body and one-use ticket are identical to createDeviceEnrollmentTicket (120-second ticket; redeem on the signed Device transport and never log it); redemption binds the worker to the Machine. Execution feature gates can return 503.
