Current Priority Orbit derivation for the project

Returns the project's stored topic derivation with each topic's tickets hydrated LIVE from handoff_requests, so a ticket closed since the derivation is returned with closed: true rather than dropped. derivation: null means the project has never been derived — the portal renders the "Derive topics" empty state.
