Client ID Metadata Document for the Wispr connection

Public, no PII (HO-17688). AppHandoff's OAuth client identity toward Wispr's authorization server: the document's URL is its client_id (Client ID Metadata Document). Public client, token_endpoint_auth_method none, PKCE. client_id is built from the configured API base URL, never the request's Host header. Cacheable for an hour.
