Process inbound emails into tickets (POST)

Scheduled hourly as the inbound-email stage of the hourly-sweeps Slipstream schedule, via scripts/cron-inbound-email.sh, until HO-18167 retires that stage; the pg_cron job inbound-email (migration 20261016030000) is its successor. Protected by CRON_SECRET via the x-cron-secret header only.
