Send or resend a contract

Send a draft contract, or resend a sent one. Every signer is emailed a signing link at the same time. Each send of a live contract is charged the organization's per-contract price (default $0.25) from the account balance; test-mode contracts are free and their emails are redirected to the sender. A resend emails every signer again, resets every signer to pending (including those who already signed), and is charged again. The expiration date is not checked.
