Update a policy group in a project

Updates the named policy group from the supplied policy group body. The existing record's id is preserved (global stays false). Every proxy/proxy-group that embeds this policy group is updated to match (same cascade as the classic policy group update) — embedded snapshots would otherwise go stale.
