Save a plan's rule body
Replaces the plan's limits; when the plan is active every assignment that references it is re-pushed at once. Optional version: a plan changed meanwhile is 409 lifecycleConflict with reason limit.plan.staleVersion. Targeted limits name their targets by name; an unknown name is 400 malformedRequest with reason limit.plan.targetNotFound. An AI token limit below 1 or a USD limit of 0 or less is 400 malformedRequest with reason limit.plan.ceilingNotPositive.
