Delete a global policy from a project

Deletes the named global policy. Every proxy/policy-group that embeds this policy has the embedded copy removed (same cascade as the classic global policy delete) — this is a cascade-detach, not an in-use guard. An AI policy needs the AI Development permission, the others API Management.
