Adds an AI privacy preset to specified project (upsert by name)

Adds a custom AI privacy preset owned by this project. If this project already owns a preset with the same name it is updated. A name that only resolves to a built-in/admin-shared preset is NOT treated as existing here — create() is attempted and rejects the collision. Built-in presets are read-only.
