Upserts hurdle rates for a specific property, unit group and time slice template

Creates new hurdle rates or updates existing ones based on the date. Only affects the specific dates provided in the request, leaving other dates unchanged. Maximum 730 hurdle rates allowed in a single request.<br>You must have at least one of these scopes: 'hurdle-rates.manage, setup.manage'.<br>For fine-grained clients, you must have this permission: 'core.hurdle_rates.modify'.
