Reopens a folio.

Reopens a closed folio. You can only reopen a folio if no invoice has been created for the folio. Otherwise, use invoice-actions/{invoiceId}/cancel endpoint to cancel an invoice and reopen the folio.

Requires 'allowed action': Reopen.<br>You must have this scope: 'folios.manage'.<br>For fine-grained clients, you must have this permission: 'core.folios.reopen'.
