Deletes a folio.

Deletes a folio. This cannot be undone. You can delete a folio only if it's not a main folio, and the folio is empty (it has no charges, allowance, payments or pending payments).

Requires 'allowed action': Delete.<br>You must have this scope: 'folios.manage'.<br>For fine-grained clients, you must have this permission: 'core.folios.delete'.
