Test Handoff Connection

Check that a connection's credentials still authenticate.

Reads the row through api.get_handoff_connection (the only path carrying the token) and issues one read-only provider call. Returns {ok, status, detail}; a vendor outage or a rejected credential is a body, not an exception.
