Assign Calibration Raters

Assign raters across the set (FR-E2/E7/E8): one assignment per (rater, conversation). AI raters get triggered evaluation runs; human raters get pending runs the grading UI fills via /confirm. Human rater_id defaults to the caller's Logto user id (FR-H8).
