Unfinished payouts (should always be empty)

Obligations where a user has paid in but the payout has not completed — normally an empty object. A pending row is written BEFORE each payout so a crash between taking custody and paying out cannot lose the obligation; a keeper reconciles anything left behind every five minutes. Published for transparency: you can verify at any time that nothing is owed.
