Validate Downgrade

Validate if the company can downgrade to a target tier.

TECH-576: Checks if current usage exceeds the target plan's limits. Returns validation result with blockers if downgrade is not possible.

Args: request: Contains the target_tier to validate against ctx: Application context with user, session, and company_id

Returns: Validation result with can_downgrade flag and any blockers
