Get all subscription pricing from database.

This is a PUBLIC endpoint - no authentication required. Users need to see pricing during signup and upgrade flows.

The database is the single source of truth for pricing. Do NOT use hardcoded TIER_PRICING constants - use this API.

Returns: List of plans with pricing, limits, and Stripe price IDs
