Supports both OAuth App (credential-based) and GitHub App (installation-based).

Args: provider_id: Provider public ID (UUID) visibility: Repository visibility filter (all, public, private) sort: Sort order (created, updated, pushed, full_name) pagination: Pagination parameters (limit, offset) ctx: Application context with session, user, and company info

Returns: StandardResponse with list of repositories
