Fetch an attachment through a download link

The receiver for links from download-url. Not under /v1 and takes no API key: the t token in the query string is the credential. Every failure, whether the token is wrong, the link expired, its uses ran out, or the message is held, returns the same 404, so a wrong guess learns nothing about whether a link exists.
