FREE: create one protected payment choice after supported coverage

Compatibility route for earlier integrations. Returns only runtime-usable payment choices and one private purchase pair. New MCP clients should use check_address then get_full_report. Select exactly one choice; switching rails for the same purchase is refused to prevent double charging. Points outside coverage get 404 and no purchase pair.
