Get Recent Events

Return recent events for seeding the Live Feed.

No authentication required — all events are public. Returns events in the same shape as the WebSocket event models.

offset powers the frontend's "Load more" pagination. Without it every Load More click returned the same first limit events, and the frontend appended them to existing state — producing duplicate React keys for every event already on screen.
