Get Signal Feed
REST polling feed for agents that can't hold WebSocket connections.
Returns new signals, closed signals, and confluence events since a given timestamp. Use server_time from the response as the since value for your next poll.
Scopes:
- public: all events, no auth required
- following: only events from publishers the authenticated user follows (auth required)
