Account Device
Validate that a device is available to use.
Validates that the macAddress is not currently in use on the account.
Or if the mac address is in use it validates that:
- The device exists within the account or is available for use by the account.
- The line number supplied is supported by the device.
- The device is allowed on the partition.
A successful validation for devices that do not exist on the account is not a guarantee that they are allowed for use by the account.
