MPP payment verification

Verify an on-chain payment transaction for the MPP adapter.

The adapter submits the tx_id and network from the payer's credential; the gateway looks up the resource definition to get the expected amount and receiver, then delegates to the facilitator for on-chain confirmation.

Returns a receipt JWT on success.
