Submit decoded compliance receipts, settlement attestations, refund receipts, and/or cancellation receipts. Returns TRUSTED/PROVISIONAL/INSUFFICIENT_EVIDENCE/ UNTRUSTED plus a content-addressed composite_hash and a signed CtqResponse.
