List Park Campgrounds V4

List a park's campgrounds (v4 — incl. Recreation.gov wilderness permits).

The route the RELEASED 1.8.x builds call, paired with /api/v8/parks. It was cut from v3 rather than added as a flag because a permit zone sells an ENTRY DATE against a daily quota, and a build without that UI emits a nights-based alert that can never match. Categories gated above v8 (Ontario Parks DVP day use) stay off it. Public, no auth.
