Scopes Are Current Controller

Determine whether the scopes we have on file for the given owner are valid. The frontend takes our return for this and changes the button to an "reauthentication required" button or similar. If no credentials are found at all, we return 4xx. If credentials are found, we return true/false based on whether they're current.
