Core employees

Поставить сотрудника в подразделение

Ставит действующего сотрудника в подразделение или убирает из оргструктуры (department пустой или «-»). Сотрудник — id, почта (с правом core.employee_requisites:read) или ФИО; подразделение — id, путь «Родитель / Имя» или однозначное название. Руководителя сотрудника вычисляет оргструктура; ответ называет его после записи.
